I'm not one to pass judgement on most of the cultural traditions pertaining to foreign nations, but any place that makes it legal for an adult to have sex with a kid who's barely entered puberty can't be that sanely civilized in all aspects.

There's a reason why even if the laws say one thing, consciousness of self should tell a person it's wrong. Teenagers don't have fully formed brains, this has been proven, and most don't until around the age of 25; some a little earlier some a bit later. But at least an 18-year-old is likely done with grade school and has some actual semblance of adult-like responsibilities formed through their latter high school years.

Still creepy if a 50 year-old wants to seduce and bang them when they're old enough to be that kid's parent or in some cases grandparent, but at least it isn't as immediately revolting as if that 18 year-old were now 14 years old.
