Does The Fresh Prince of Bel-Air have the largest fictional universe of all-time?

Fresh Prince probably averaged a guest appearance every episode since many episodes had multiple guests. It could easily make it an infinite universe.

Same is true of The New Scooby-Doo Movies.
Except, more than a guest per episode. Since, every episode had at least one, and many had multiple.

The whole Tommy Westphall Universe thing is somewhat flawed for the very reason that it's in his mind. The kid imagined St. Elsewhere, so what's to say he didn't imagine characters from TV shows he'd seen in the real world interacting with the characters of St. Elsewhere? It's like saying if I had a dream that Homer Simpson was hanging around with Chandler Bing then that means all shows connected to those two shows exist in the same universe.

Because he didn't...

Westphall dreamed it all, he is a TV god. It's scientific fact.
