It's actually 30 fps, but the video itself is encoded in 60.
Here's all you need to know about framerate and resolution of each version
Series S is supposedly getting a resolution bump to 1440p30 in Quality Mode.

Yeah. I don't even think that any Forza Horizon ran at more than 30 fps on Xbox One.
It is only Series consoles that have 60 fps mode.
Besides you can kinda see that it is not 60, even though the video is. Compare that to the real 60 fps footage.

Forza Horizon 4 has a 1080p/60fps performance mode on the X1X but outside that no Horizon game has been 60fps until the Series consoles launched.
EDIT: Obviously the PC versions have all run at whatever framerate your setup could handle

I just recently used the conversion deal for my son’s GP Ultimate sub. I turned off auto-pay, cancelled the sub(it’s still good through the end date), and let a couple days go by. I don’t actually know how long, or if you have to wait once it’s expired. Then I added the 12-month Gold, then bought a month of GP Ultimate. It does the conversion deal and gives you 13 months of Ultimate. This time it didn’t allow the $1 deal, but in the past it did and also gave an additional month for turning on auto-pay, which you can turn off. In that case it ends up $51 for 14 months of Ultimate at best, or $65 for 13 months at the very worst. Also, Black Friday usually has $20 3-month GP Ultimate cards.
