Almost everything else in that article has been debunked by now, so who knows if the TLOU remake ever existed. But yes, very likely this remake is one of these "more than 25 games" they have under development (plus 3rd party AAA and indie exclusives).
Astro and Sackboy are definitely a step in the right direction. I would hope for more stuff like TLG, but Sony killed off Japan Studio so I don't know.

They didn't kill Japan Studio, they downsized their internal development part to focus it around their internal Team Asobi, and removed its 2nd party publishing part because they unified all their regional 2nd party publishing parts into a global team.
And an Uncharted spinoff would sell several millions of copies, like the previous ones. Millions of people will give a shit.
