Destiny completely disproves this. New multiplayer IP that touted s ten year plan prior to launch with big dreams.

It may be flailing now but Destiny had people going crazy for it before launch and ended up being as big if not bigger than they intended.

Most new IP Sony releases of the past while have also been positioned as big tentpole releases and ended up being hits like TLOU and Ghost or Tsushima.

I think your underlying message is correct, that you can't just checkbox your way into a phenomenon, it's why so many GaaS titles are floundering. The coolest games with the best staying power focus more on a core idea instead of trend chasing. But also, it hasn't been impossible for companies to call their shot before hitting a home run

-Some games don’t become a hit.
-Some games are surprise hits.

Therefore it is impossible to manufacture a hit.
