gnu is pretty good. Its free. Command line.

edit: actually is gnu c++, but im pretty sure it should compile C files.

gcc is free, but Microsoft was giving awayy their Visual C++ compiler (not product). So depending on what you're looking for - you have multiple options.

If you intend to actually do windows development, I suggest that you use the MS compilers, which are generally good anyways, especially now that they're free and optimizing and include the standard library (previously you could get them as part of the .net toolkit, but excluding those things).
