Something ain't right i don't think Kojima has enough time to make DS2 & New Silent Hill at the same time something is off
Silent Hill should be almost complete, it’s been longer in development than DS1.
Kojima was working on a Silent Hill but it was cancelled in 2015 and the team was fired from Konami. Kojima has not been involved with Silent Hill or Konami since then.
He has been working on Death Stranding, Death Stranding Director's Cut, their PC ports and now Death Stranding 2. Plus opened an LA studio for movies and seems he's working on a movie or anime too and according to Kojima the studio productivity was heavily affected with covid lockdowns.
The Kojima or Sony Japan Studio involvement on a new Silent Hill was totally fake, like the MS and Stadia rumor debunked by Google. Japan Studio internal development staff was either being fired or merged into their internal Team Asobi team and the 2nd party publishing side (which was branched off into a Japanese XDEV team outside Japan Studio and part of their team was also fired and replaced with other people) was busy with Death Stranding, Demon's Souls and Death Stranding's Director Cut.
And well, there is no point on Sony publishing a Silent Hill because it's owned by another game publisher and they have too low sales compared to Sony IPs so doesn't make sense to see Sony interested on it to the point of getting a relationship beyond a standard 3rd party marketing deal.
Or he had started working on a horror project back in 2019 and canned it. I wouldn't use a 3-year-old tweet as hard proof that he's been making a horror game all this time when there has been little evidence to support that.
What he said in that tweet was that previously to that, while making PT, started to watch a Thai horror movie to get inspiration, but couldn't watch it enterely back then (probably because it was too scary). And said he went back to watch it again in 2019 probably to watch it until the end, as if he would be working on the scariest horror game. Which doesn't mean at all that he was working on a horror game.
What the evidence says is that in 2019 after releasing DS he did work on the DS PC port, on DS DC, its PC port and now DS2. And built their LA studio for movies, and seems they are working on an anime, I assume with the help of that studio. He recently moved to a different Japanese office. He also mentioned that covid lockdowns severy affected their productivy even if they are a small studio for AAA games and they released all this stuff relatively so fast.
There is absolutely no evidence of him working on Silent Hill or a horror game since he left Konami, or even in any other non DS related game. Zero evidence.
