WikiLeaks cables: Consult us before using intelligence to commit war crimes, US tells Uganda

US sought assurances that intelligence was being used 'in compliance with the law of armed conflict' during long-running Ugandan battle against Joseph Kony's rebel movement

The US told Uganda to let it know when the army was going to commit war crimes using American intelligence – but did not try to dissuade it from doing so, the US embassy cables suggest.

America was supporting the Ugandan government in its fight against rebel movement the Lord's Resistance Army (LRA), providing information and $4.4m (£2.8m) worth of military hardware a year.


But a year ago officials became concerned that the Ugandans were guilty of war crimes in the long-running battle against Joseph Kony's rebel movement, which is famed for its brutal atrocities and abduction of children.

Jerry Lanier, the US ambassador to Kampala, reported on 16 December to Washington that the country's defence minister, Crispus Kiyonga, had verbally assured him that American intelligence was being used "in compliance with Ugandan law and the law of armed conflict. This pledge includes the principles of proportionality, distinction and humane treatment of captured combatants."

But Lanier continued: "Uganda understands the need to consult with the US in advance if the [Ugandan army] intends to use US-supplied intelligence to engage in operations not government [sic] by the law of armed conflict. Uganda understands and acknowledges that misuse of this intelligence could cause the US to end this intelligence sharing relationship."

Nowhere, though, does it appear that the ambassador directly told the Ugandans to observe the rules of war.

The following day the embassy reported that a captured colonel, Peter Oloya, held in prison in Gulu, had been shot on the orders of Colonel Charles Otema, the head of military intelligence in northern Uganda who was virtually running the war. Otema is reported to have been in daily contact with Uganda's president, Yoweri Museveni.

Actually for me what comes out of this cable, and the one about tv shows is just how green the American consul in Jeddah was (he was there for less than a year when he sent those cables). He clearly has no clue when it comes to the local society. The guy breathlessly typed up those reports like he discovered something ground breaking. Saudis like to party! Saudis prefer TV soaps and talk/comedy shows to watching the news! Wow!

As for "modernising": Parties are not new, nor for that matter are they tied to the royal family (a lot of people try to avoid socialising with them). The stereotype of Saudis is complete BS.

FYI Things were a lot more open back in the 70s before Juhaiman reared his ugly head.

The "hired Filipino bartenders" sure sounds a lot like the article about how homosexuality is rather common in Saudi Arabia, which had quotes from Filipino cross-dressers at some party that had been broken up by the police or some such.

not necessarily. Filipinos are everywhere in the service industry: hotels, restaurants, cafes. they're the equivalent of Australians in the UK

Twitter has finally responded to numerous accusations that it has been purposely keeping #WikiLeaks and related hashtags out of its Trending Topics list.

Twitter spokesperson Carolyn Penner just published a post on the microblogging service’s blog that more fully outlines how Trending Topics are determined on Twitter.

In essence: Twitter favors novelty over popularity. Trending Topics are “designed to help people discover the ‘most breaking’ breaking news across the world… Captur[ing] the hottest emerging topics, not just what’s most popular,” Penner writes.

“Topics break into the Trends list when the volume of Tweets about that topic at a given moment dramatically increases,” she adds.


From this explanation, we can infer that the reason the WikiLeaks hasn’t trended this week, despite being the most-discussed topic on Twitter at times, is because there hasn’t been a dramatic increase in the level of discussion about WikiLeaks compared to previously.

It’s for that very reason that other popular topics — like, ahem, Justin Bieber — have not trended as of late, Penner says.

Yet according to data pulled from Trendistic (via blogger Bubbloy), WikiLeaks discussion has spiked significantly as of late, and yet #WikiLeaks has not trended since August 26:

Shell slams Nigeria claims

Anglo-Dutch supermajor Shell today angrily denied media reports that it had infiltrated key Nigerian government ministries, giving it access to politicians' every move in the oil-rich west African nation.

The company's rebuttal follows claims published in UK daily the Guardian this morning, citing US diplomatic cables obtained by whistleblower site WikiLeaks.

A Shell spokesman told Upstream. “You are seeking our views on a leaked cable to the Guardian newspaper allegedly containing information about the interpretation by a third party individual of a private conversation involving a Shell representative who has since left Nigeria.

"We cannot comment on the alleged contents of the cable, including the correctness or incorrectness of any statements it allegedly contains."

The spokesman added: "The Guardian's assertion that Shell has somehow infiltrated the government of Nigeria is absolutely untrue, false and misleading.”

According to the leaked cables, the supermajor's top executive in Nigeria, Ann Pickard, told US diplomats in Abuja in October last year that Shell had obtained secret information, including a letter showing Nigeria had invited bids for oil concessions from China.


"She said the (government of Nigeria) had forgotten that Shell had seconded people to all the relevant ministries and that Shell consequently had access to everything that was being done in those ministries," US Ambassador Robin Renee Sanders was quoted by the Guardian as saying in a cable to Washington.

Several people suggested searching for information on Madeleine McCann, the British girl who went missing in Portugal in 2007, for example. No clues to her fate, unfortunately, but some interesting observations on the involvement of British police, which we'll relay once we've checked them out. Similarly, lots of interest in the murder of Russian journalist Anna Politkovskaya, who was killed in 2006 and is mentioned in around 70 cables. Other popular requests for more infomation include the private security firm Blackwater (mentioned 159 times in the cables) and several themes that have already been trawled over by Guardian journalists such as Bosnian war crimes, but which may be worth returning to on the basis of more detailed search suggestions. No it wont. RAND corp did a study on Iran's influence in Iraq and while it is considerable, the Iranians dont have that kind of leverage in Iraq. the study also concluded that some of pro-Iranian militias and political elements in Iraq have their own seperate agendas and have no intention of letting tehran's interests override their own. it's a marriage of convenience.
