Sex sells, period. Porn won the VHS/beta max wars and even today the vast majority of all money spent on the internet is sex related. Porn makes up the vast majority of internet and also made insane money in the DVD market. There is even adult sites made for Vr headsets. There are even adult suits one can wear in vr with "sensors" being developed right now.

Games have dipped their toes with the subject. Go all the way back to the Atari. The 2600 had a whole line up of "erotic games." Over the years there has been plenty. Leisure suit Larry, BMXXX, Plumbers don't wear ties, The Guy Game, are just a few examples of games trying to enter the market. Some had mild success but no adult oriented game has ever gone mainstream.

It's much less of a taboo subject with Gaming shifting more towards an older audience. Could an adult game be really successful? Porn has been successful on almost every platform known to man. Can it mix with games?

Really though, there's plenty of explicit games but they don't make it to consoles. It's just bad PR. There's some on steam but I believe they can only be uncensored via external (though official) patches.

With the growth of PC gaming and easier localization and distribution, I think it's a growing market in the west.

It's like OP hasn't browsed Steam unfiltered in a while. Almost every day there is a new porn game released. We are even seeing porn "parodies" or remakes of popular games as porn.

If you are talking about higher budget stuff, I doubt there's a market for it. The thing with porn is that it's relatively cheap to make, AAA or AA games on the other hand cost millions to make. There's a reason your average porn doesn't have the production values of game of thrones.

There's still two issues stopping video games from reaching that point as a medium.

A) People, corporations, and even some of the industry giants themselves still treat the industry like the toy industry(even down to not preserving it's history). Because of this, it's okay to see an R rated movie with two people having sex but it's not okay to see video game characters do it, no matter how seriously the story takes it. Games like Mass Effect and TLOU 2 is the closest we get and that's extremely light.

B) Because of point A, nearly everyone still treats the AO rating as a taboo/radioactive rating that can't be on online stores or actual store shelves. You'll never see something like the 50 shades of gray, 40 days and 40 nights, American Pie, or Tommy Davidson's Booty Call of video games, but all four of those movies are easily purchasable.

There is a difference between having sex as an element to a narrative or having a narrative as an element to sex (as a central concept). It's not hypocrisy exactly but something more nuanced. Like how Sports illustrated would be more socially acceptable than a full out porn magazine.

Most people don't want to have a shelf full of porn blurays or sex toys all around for everyone else to see. I imagine it's the same with games libraries, not wanting all your Steam friends to see your hot squirrel roleplay game about storing nuts for the winter in your ass.

It was easy for porn to be underground but accessible if you knew where to look on VHS and DVD. A huge triple AAA porn game would never happen because no publisher capable of such games is going to touch it. Also because of the inherent shame and embarrassment about playing such games, the social aspect is probably going to be nil. The lack of word of mouth, advertising to the masses, communities, people willing to review these games drive a stake in the heart of such games beyond niche status.
