I want to get into it so I can start making simple games for Xbox, but I want to start with the Windows version first.

Grab the Win32 versions - not the deveopment versions. Those are for people contributing or modifying the SDL code itself.

so I want the Runtime Libraries, and not the Source or Development libraries, right?

That is correct, you don't need the source. You may want the development libraries since it has the debugging symbols for your IDE (if you don't know what this means PM me).
