Does your brother download via a P2P program?
If so, try to lower the number of connections of the P2P program, because many routers can only handle around 200 connections. The clearest sign for this is, when the page loading on your computer is not only slow, but when you get many timeouts, as well.
If your brother downloads from websites, he could use a download manager like FlashGet,that allows to regulate the maximum download speed.
