Konami held a competition since September last year, offering Japanese indie devs to pitch a game based on their old IPs and specifically for action/shooter games.
The main prize is 2M yen ($14k) and offering funding up to 30M ($207k) + other assistance from Konami to promising projects.
Now the winners are decided.

The right guy won. On a personal note, I feel like this would have been far more interesting if they invited western indie devs to compete. In fact, having a competition was a pretty dumb idea to begin with. Just start a program and invite developers to license and receive funding to work on Konami IPs.
