It's a dollar value ranking.

Look at the price of it and it suddenly makes sense. But yes, it is selling. VR headsets are doing very well at the moment with all the metaverse hype.

Gamepass is just gamepass. All it does is save you money. If all people really wanted was to save money they'd pirate the games, and Steam has long since figured out there's things people value more than that.
