I sincerely doubt the game will get a deeper discount by then. Maybe other sites but not on Steam, especially if you want the Steam version.
Still, $25 offers a lot of content in that The Witcher 3 GOTY definitely has.

I think the banner is too explicit. I mean the new banner for that guys games are almost hentai pictures with clothes on.
It will come back, this is probably just temporary because of it being featured right on the main specials section.

In Arslan the special attacks were locked at 30fps, which made it look super strange if you are playing the rest of the game in 60.
