I think you covered the Steven Seagal ones I missed. After Fire Down Below, the quality of his performances took a dive. Also kudos on remembering Demolition Man.

The Fifth Element. I haven’t seen this on anyone’s list so far, and it baffles me. The Fifth Element was great, and Milla Jovovich was especially great.

Not a single mention to Saving private ryan, so...

Without a specific order

Saving Private Ryan
Jurassic Park

The Shawshank Redemption. Never saw it during the 90s though.

A League of Their Own

My Cousin Vinny. Seen these two movies so many times.

Terminator 2

Groundhog Day

Honorable mention: Major League II. I love the movie. Doesn't hurt it has Michelle Burke who is just smoking hot. Check out Coneheads for her too.

Here's my list:
Did you by any chance leave any movie out that was released in that decade? :D

Was on the top of my list hell my dogs even called bodhi
Oh sorry I missed it : U

Glad someone loves it too!
I saw it first when coming from a walk with some friends at night, and it really hoocked me to the TV and with the parachuting scene I was absolutely blown away.
And also the main theme of the movie, I find it very interesting and a thing that everyone can relate to a certain degree.

Tango & Cash

Edit: Goddamnit that was 89? I watched it in the 90's so whatever.
I wanted to list that too. Watched it over the lock-down and I'm a film nut...I noticed the production release date as 89' as well. I'm regretting my 10-list because I forgot many great 90's Clint Eastwood movies. Oh well, someone else will list them and I saw Unforgiven on someone's list...so that helps.

Glad the topic is favourite, instead of best. Always leads to more interesting and varied answers.

My Top 10:

Hoop Dreams
Unforgiven
The Matrix
Shashank Redemption
Batman Returns
Boogie Nights
Glengarry Glen Ross
The Nightmare Before Christmas
The Mummy
The Sandlot

with Jackie Brown, Juice and Tombstone right behind.

See, for some people best and favorite isn't even a distinction but for me it totally is. I'd rather re-watch Jason Goes to Hell than Schindler's List.

These aren't necessarily the movies I think are the best of the 1990s, they don't really match my movies of the year list, but are the ones I like the most and tend to rewatch. Didn't really start keeping track stuff I watched until 2017 so there is probably a bunch of stuff I'm missing especially in terms of foreign films since I used wikipedia to look things up.
