I would say It's a mostly outsourced project. Besides, they are making 3 new Witcher games, Cyberpunk Phantom Liberty, sequel to Cyberpunk and a new IP.

Witcher Remake is being made with Fool's Theory. They made an RPG called Seven: The Days Long Gone and also have a bunch of other outsource or collaboration projects. (They helped on Baldur’s Gate III, DLC for Divinity: Original Sin 2, Hellblade: Senua's Sacrifice, Outriders, and Gord, and also have a shared RPG project with 11bit Studios called Codename Vitriol.)

IMO, these expansions of franchises into external studios is what brand holders should be doing, as it lets upstart developers get a name on their resume and often expands the series in ways the original canon or development studio can't. And if the game sucks, you forget about it. It's possible for a franchise to lose its freshness if too many cash-in titles get made, but Witcher 1 is a game that is really tough to play if somebody wanted to experience the whole saga so far, and I'd much rather this scenario that some other group is handling it under the supervision of the parent than something like TLoU1 where the in-demand Naughty Dog is taking time to remake its own game which holds up fine and has already been upgraded before. Give the rest of the industry something to do.
