Can you use a Metro PCS phone on the Verizon network?

On paper, a CDMA phone doesn't care what network it's on. In real life, there are a host of settings specific to each carrier. You can take the phone to a Verizon store and hope to get a sympathetic, very smart guy who can reconfigure the phone for Verizon, but don't count on it.

It's really that frickin' difficult? Why can't they just plug the damn phone into some kind of cable, press a button and get the phone up?

Well the short answer is... they aren't obligated to.
