Sonic has been a third party franchise for 13 years.

Sonic was a first party franchise for 12 years.
Not considering shitty licensed games like Sonic for Game.com, Sonic first appearence in a non-Sega system was in 1999 (Neo Geo Pocket) or on a home console in 2001 (GameCube).

I think they would be a strong force in Japan and the US, but their European fork would be starved for attention

Sonic 3 (& Knuckles) released on PC in 1997. Not sure if there were any before that.

Huh? I thought that Sega was supposed to be somewhat big there. Unless you mean they wouldn't get games localized there and such.
