It makes sense since they don't want it to be so close to North Korea, but if it isn't going to be done till 2030, there really is no point.

Anyway, I can't imagine Seoul not being the capital of South Korea. It's like the capital of the U.S. NOT being Washington D.C....

Not really. If PNK crosses the line and blows the crap out of Soeul, what makes them think that the short drive to a rural area by tank is going to be much better? That's like moving the US capital to Kansas to be further away from Russia - if they get that far, most of the shit defending you is probably burning on the side of the road somewhere so what's the point.
