Er, no, it will just convert the composite signal through the modulator to RF and you'll still end up with RF quality.

If your composite input on your TV is truely busted, you are SOL unless you take it to a repair place or get a new TV.

No. An RF Modulator is designed to take a composite signal and turn it into an RF signal. Using this will get you exactly what you're getting now, except you'll have a $30 black box sitting between you and the TV.
