What is the best forum for Windows 10 tech support?

I'll see if GAF has some suggestions, but I feel like I have exhausted most options:

The problem:
My friends PC is having an issue that I simply cannot fix and there doesn't seem to be a solution. The power settings in the power menu have completely disappeared. Completely. There is no option to select a certain plan or anything.
It makes no fucking sense whatsoever. I've tried regedits. All BIOS are up to date.

Specs:
ASUS X570 ITX
AMD 3700X
32GB RAM.

I am trying to upload images, but it wont fucking let me.

if you tried "everything" go for the safest bet, reinstall windows. in 10mins your back on the desktop.

Try uploading images again. There has been a bit of an outage at around the time of your posting.

Are we talking about the "Power" menu in the start menu like Osiris or the power plans Balanced/HP/Power Saver are just gone?
You've no doubt installed AMD chipset drivers if the latter? Not that it should prevent the default plans from appearing anyway...

Do we have a Windows 10 help OT or something? I need help with something too but only random specific threads like this show up atm.

My problem is that the last two Windows 10 updates (I'm on the absolute latest now, the very last said it was preview of something I believe, but it was the one before that first caused this) seem to have fucked with permissions or something.

Very few, rare and seemingly mostly older games and programs that worked fine before now pop a dialogue to say they can't open this or that file when running them, like some game config or save file for example or whatever.

At first I thought they might be set as read only somehow because when right clicking and selecting properties they have that black square thing, not a check mark, but I guess that means some file somewhere is read only not all of it (right?).

The files in question don't have that, they're blank, no check mark on that read only setting (or can a folder/drive be read only and yet the files within not show that?).

I went and changed the permissions of the whole drives to make sure everything has "full control" and that didn't fix it either.

The only thing so far that gets them to run properly is to click to run the game or app as administrator which brings up an UAC confirmation dialogue every time so is not ideal.

Why do I have to do this when I'm already on an administrator account and the only account that is on this PC since ever at that anyway (actually since Windows 7 since this is an upgrade path)? Just give everything I run admin control by default.

Any tips on what I might be doing wrong that could cause this behavior?

Based on what you describe it seems like parts of his machine's Windows 10 OS are corrupt. Have your friend open cmd as administrator and run this command: sfc /scannow

Once that finishes, restart and check - if still not fixed, open cmd and run these commands in order from top to bottom after each one completes, then once they're all done restart your computer and check again:

dism

DISM /Online /Cleanup-Image /ScanHealth

DISM /Online /Cleanup-Image /RestoreHealth

Also try to install all the latest Windows updates.

If all the above fail, you can try to reset the OS, or if that doesnt work, have your friend back up his data from his computer, then create a bootable windows installation usb drive and completely reinstall the OS. Google how to do this if unsure.

Sources: I'm a system administrator IRL.

Probably quickest to just reinstall windows instead of bothering to troubleshoot too hard honestly. A lot of time can get wasted troubleshooting things, sometimes the quickest solution is to just redo the thing completely (in this case, reinstall windows).

Have you by chance moved or installed these older games to any folders under C:\Program Files (x86)\ or C:\Program Files\. Specifically the same drive that has Windows on it.
I think I might have got the issue on some app in the folder you say but the one I'm trying now is on D:\Program Files\ instead, separate large drive I install most games on.

I followed this guide to reset permissions and it seems like that did the trick.
Thankfully there's the command that applies it to the folder, sub folder and files so I didn't have to do it too many times manually.

Lol, after reboot it applies the permissions to how they were before the fix... What the hell :(

These are the permissions after reboot where the issue persists:

These are the permissions after resetting them with that command where the issue is resolved:

Why do they change back after a reboot? Log out/log in doesn't cause that, shut down/restart does. Googling it comes up with a random OneDrive bug but I don't use OneDrive/never shared these folders or anything. I can't find anything else via google.

So, that kinda looks like Windows has decided to burden those folders on your second drive with extra permission woes, like it does for C:\Program Files. You've not changed the default program files location to be on your D:\ drive or anything like that?

Workaround would be to create D:\Games and move\reinstall the games there.
Another thing of note, here "Ownership" for the non-OS Program Files (& sub folders) is set to be my user account, not Administrators group. Possibly a missing piece of the puzzle? Do not set that on C:\Program Files.

either OS is corrupt, or local security policy is set to disable it? Check secpol.msc first and if it’s not set to disable, win10 has a repair OS function without deleting files

Most Windows problems can be solved by either rebooting or reinstalling, unfortunately. My guess is that this might be related to an issue with the registry but I wouldn't know which settings there are related to power/energy options.

Have you tried one of the Windows-specific subreddits?

Limiting permissions of an existing Program Files folder is probably part of the security measures to protect the WindowsApps subfolder further. Of course that isn't explained anywhere near said default install option, and checking/restoring "program files" permissions on boot/reboot may just be something new that has been silently rolled out in the recent October update. I tend to avoid those directories wherever I can for games, tbh.

Use this link and choose the "Create media tool" option to generate a new install disk for Windows 10
With the ISO it creates you can use Rufus to easily create a bootable USB stick for the install.
Just backup his important stuff somewhere in cloud or usb drive, wipe it out and start fresh.
