Based on the game itself, if you consider Deus Ex or The Wicther 3 to be RPGs, then this is also an RPG. Thats really all that matters.

Sasko says it was a combination of the technical limitations of the engine, and not enough time to make it work before release, so it was something that they eventually just gave up on, which is how we got the current system which teleports police to you, and never has gangs chase you down outside of the little clusters you can provoke on the map.
Some rumors about what Cyberpunk 2077 has planned for the future indicate that an overhaul of this system may be in the works. Though that could be a range of things, like more police/gang aggression, and it’s hard to imagine we might reach a point where we have actual car chases, a mechanic that is 100% absent in the game currently.

If the goal is to make the most immersive city to date and you can’t have people chase you in cars… obligatory Grand Theft Auto 3 yada yada.

This game was released 2 years too soon, honestly.
Witcher 3 was broken as fuck at launch, it amazes me how easily people forgot this, probably because many of its current fans only played a long time afterwards. To this day there are still some broken quests which i had to fail on purpose because they couldn't be progressed further.
Overall mechanics and game design were also highly improved in cyberpunk, Witcher 3's gameplay was a complete joke.

And you are telling me metascores are a good way to evaluate a game? Gimme a break.Some of you are debating GTA games that get 90%+ scores to 2077 which got scores in the 50s on last gen consoles. And 2077 is as good or better? Gimme a break.
Even the PC version(the best version) got in the mid 80s. Good score, but not hall of fame worthy.
