Nope, development is ultimately at Nintendo's discretion. They meet regularly throughout a project, discuss progress and request changes. The Wonderful 101 was initially done in a gritty comic book style until Nintendo asked PG to go in the direction of something more cartoony and colourful.

The Internet LOVES these kinds of stories, and now everyone will have their eyes on the game. Or will at least have heard of it, just before it launches. We don't know whether that's a spin put out by Platinum Games or not with the game coming out in days. Now we get this news from Bloomberg (who is not always reliable) days before the game comes out. We don't know yet which side is lying. It would be a career-suicide for her to make a video violating her NDA, and calling for a boycott of the game if she was the one lying. I can't see that happening. Need more proof than info from secondary sources at this point.
