The report wasn't even about Russia knowing in advance. Instead it showcases Russia knowing of the attack, as in it happened, they or someone with their devices saw were the victims were heading and tried to silence it by burying all evidence with a strike.

Just some play on words being used here in order to toss misdirection but not blatantly lying to try and not garner criticism when this "dispute" later gets debunked by journalists by stating that this was what they weren't talking about.

The Source he is talking about is the second anon US official from the report in the OP that says "no final American determination has been made that Russia knew ahead of time that chemical weapons would be used". He is just repeating what a lot of people seem to gloss over reading only the headlines of that article.
