We can talk all day on this forum about 1st party studios showing the power of their home console or how 3rd party studios try to milk every penny we have on every platform.
But there are studio who tend to move a different way.
2nd party studio are the studio who have the freedom like 3rd party to development but have the relationship like a 1st party studios to have a close relationship with console maker?
Who is the best 2nd party of all time?
Criteria: obviously there are many studio who once were 2nd party and are now 3rd party. I would still acknowledge their contribution from that period.
Also, since 2nd party are more align like 1st party studio, consider how your choice compares to their 1st party counterpart.
My vote is Game Freak, for obviously reason.
