Totally new characters also means, probably, new stage ideas rather than just new versions of older stages. Plus totally new musical themes.

Hopefully all those new stages contribute to chapter 2 of the story mode

It also shows that they are not lazy or stuck in the past and that they still have that creative flair when it comes to making characters.
