I don't think anybody is saying they aren't allowed to make it exclusive. They're just speculating on why MS has been so coy and not confirmed whether it's exclusive or not. They've not even confirmed if it's going to gp which is even stranger. One of those speculated reasons is that Marvel wants a little more money in the deal than what going xbox exclusive could offer. Nobody really knows the real reason though. Because the IP is doing nothing for them and Sony would need paid to make it, and even if Microsoft mess up they've still made money by someone else developing a highly risky game with an IP that isn't worth the development money - unless the talent making it prove otherwise.Then why give t to MS in the first place?

This is where you're wrong bucko. Xbox is living proof that money alone won't solve problems. They try to solve everything by throwing money at it. It hasn't moved the needle for them in the metrics that matter in any way.As others have mentioned; eventually Microsoft will announce that the game is an Xbox platform exclusive. For those saying the IP isnt as popular as Spiderman, if you read the room (meaning the excitement around the announcement) it definitely has the potential to be very successful as many have stated their excitement for it. Not to mention the face that Arkane Lyon (a first party studio) is making the game and made the announcement with Marvel at the game awards. There's just no reason to hand the IP to a Microsoft owned developer.
As far as Disney is concerned, the best relationship to have with them is money. So, baring some esoteric deal from the twilight zone, this title will probably be an exclusive with Microsoft paying to have it made be Arkane Lyon, with a day one release on Gamepass.

As I said, you're so up in arms you cant fathom Xbox not being all about console sales even though they haven't been about console sales for damn near an era. They have consoles, digital devices, computers and cloud. In case you've missed it; Xbox is a PLATFORM not just a plastic box.
