1) Oscilloscopes can draw an image on a screen using an electron beam (similar to CRT TVs), but what it draws has to be in a continuous line because they were made to display waveforms. Notice how his mouse pointer has a direct line connected to it when it's not touching text/borders. I'm guessing he's using another device or a software program to generate corresponding X and Y voltage signals that represent each point of the image he's displaying, which would tell the oscilloscope how to draw the images.

2) It can be done! But it'd probably be a struggle to make out the fuzzy green cheeks getting clapped. It's more common to a turn a TV into an oscilloscope than the other way around because the "video quality" of an oscilloscope sucks. Here's an example (timestamped):
