How so? They both have godlike movement but FChamp doesn't have his team optimized for Magneto and he leans on the crutch of missiles.
Ray Ray has better confirms, more optimized combos, and the majority of players say that Ray Rays Magneto is the beat they've played.
Champ just has a better team and is a better player but let's not use hyperbole and say that his Magneto "embarrasses" Ray Rays.

Ray Ray has more optimized combos? FChamp has the most optimized combos around, he is Mr Optimum. RayRay's combos look optimized but they aren't, FChamp's combos are far more optimized and efficient. RayRay's combos get points for being swag though and maximizes the number of Magnetic Blasts in them.
Mobility is in favor of FChamp now that he has learned the reverse auto correct fly trick with Mag Blasts. That puts him over the top as far as Magneto players go. In addition, FChamp's fundamentals with Magneto are far greater than RayRay's. RayRay's defensive and zoning game with Magneto is significantly lacking, he struggles clutching out matches because he doesn't play lame with Magneto when he should. Furthermore, FChamp destroys match ups with Magneto like he does on paper but RayRay always get clocked by characters who have no business touching Magneto.
FChamp also has superior resets and mix ups. He has resets that lead into more mix ups and resets, he has like half a dozen set ups off of super jump combos. Most Magneto players are behind the curve copying his tech.
FChamp also has vastly superior assist punishment with Magneto. His use of EMD is cleaner, his placement of Mag Blasts is better and his knowledge of the character in terms of match ups is better than RayRay's. FChamp was doing whiff punishes on Morrigan that no Magneto player was doing and they STILL don't do it along with various trip guard punishes on Morrigan including her Shell Kick. RayRay plays ChrisG every week... he didn't figure out this stuff but FChamp did despite only playing him in majors.
Saying stuff like "FChamp relies on the crutch of Missiles" is just absurd. He is just as potent using his Magneto/Beam/Phoenix team which requires far more finesse with Magneto than most other teams (can't use meter and you only have one assist). Give him Rocks, give him a Beam, give him a Drone, give him Missiles... give him any assist in the game and he will dominate with Magneto using that assist. RayRay's team IS more optimized for Magneto yet he still loses 1 on 1 against FChamp in the Magneto point fight.
FChamp is the best Magneto player in the world.. hands down. IMO he is better than RayRay witih Magneto in every category except style. I would say that even in terms of legitimate ingenuity with the character... FChamp has RayRay beat.
