It's mostly a procedural, more like Fringe than Lost in terms of structure. We get drips of info every week into the past of the two main characters and as the season has gone on there have been story arcs that have lasted weeks to go along with the main "job" that differs each week. Also getting more of the back story stuff as the season has gone on.

yeah thats the best way to describe it.POI's themes and characters are a lot different compared to Fringe, but I think it's writing and overarching arcs and characters are written very well and it's pretty tight. Themes include stuff like mass surveillance, invasion of privacy, the expendability of soldiers, vigilantism, espionage, government overreach, stuff like that. Fringe is more about the manipulation of nature, playing God, alternate universes, family ties, stuff like that. Asides from the procedural nature of both shows and the presence of overarching arcs, they are really different, which kind of makes it hard to judge these shows.
What Person of Interest does, it does really, really well. The first episode or two are shaky, but it gets into it's groove very, very fast, compared to Fringe which took 13 or 14 episodes to hit the sweet spot.

I like the Fringe characters better.
but POI handles its focus perfectly, 'case of the week' are just as good quality wise as the major arc stuff, and the characters are perfect for what they're supposed to be.
So far it also doesn't have a drawn out feeling some similar shows have.
