At E3 they stated the game will be exclusive, so I would place my bet on a "time exclsive" deal since MS doesn't care about porting its games to PC.

But in the Epic demo reel, its running on a PC with dual 6800SLI. Thats not even a 360 devkit. Is that why GoW looked better than other 360 candidates at E3?

Yes, as far as we know, all other demos were running on standard-issue alpha kits.
