I'll say XBLA/PSN so it can use the same assets and technology they've been using, especially given the short announcement window.

MGS V not launching until then seems about right, I don't think anybody was expecting it this year or early next year so.....

Should release an updated version of Portable Ops on mobile, since it wasn't on Legacy Collection. Reimagine the original plot and missions to fit mobile platforms, then release new ones as DLC every now and then.
I'm not even joking.

Ghost Babel would also be cool.

Ground Zeroes doesn't actually look that big, it looks like it's just a small military base with one objective. I don't see how it could be a standalone title other than a demo or a (less than $10) PSN game. Maybe there's more to it, but based on the plot we've seen so far that doesn't seem likely. What other games does Konami have coming out from now until April? Maybe we're looking at a Z.O.E. situation where they bundle some of the prologue mission as a demo to boost sales of one of their tertiary franchises.

Also, didn't we already have a Metal Gear game this year? I like how Metal Gear fans can't even wait six months between releases without getting all hot and bothered waiting for the next one to come out. It's gonna turn into a soulless yearly franchise at this rate and it's all our fault.

Ground Zeroes is a smaller game but it's still supposed to be open world according to Kojima, and considering how it will end it seems likely there will be much more to it than what we've seen of it.

It has been years since a new Metal Gear Solid game (over 5 since a new console MGS), Rising doesn't count.
 
Not surprised. They're probably spending a considerable amount of money developing the game and don't want to release it until the console user base is large enough for it to sell enough for them to be happy with.

In fact, I've never understood why some devs release games anytime earlier than 2 years into a new generation.
 
The question we need to be asking is: what is the cheapest, shoddiest path Konami can take to releasing (or perhaps re-releasing) a MGS game within the next year? That's our answer.

If GZ is releasing separately and this year, they should've just delayed the Legacy Collection and included it. Would've guaranteed a lot more sales of the collection.

Lightning Bolt Action /=/ Tactical Espionage Action

Rising was a great action game, but it's not a MGS game.
