With Musk possibly changing twitter policies it will be impossible to say how things would have gone in a few months if twitter stayed course and Truth social had that market to itself. Musk's stated intent is free speech so that does put him in direct competition. He's right "Truth Social" is a terrible name.

Ancients have built the Pyramids and the great wall of China. Achievements based on strong fundamentals in physics and craftmanship that needed an effective education system to train a very large labor force for a long time.

It seems he's implying making unhappy the 10% to the left rather than happy the 10% to the right.
This puts him in a good position to classify any future(or current) competitors as these extremes which plays into a moderate narrative.
Twitter would still be the central town square in the scenario while the others would serve a rehabilitative role and outlet during "time outs".

apparently there's a provision in their deal that he can't disparage twitter while trying to buy it, which he's already doing as well
