And there is no way this game is running at 1800p cb. it is definitely going down to 1080p because other 1800p games like Days Gone and Ghost of Tsushima on the pro did not have this issue.
Days Gone isn't 1800p, it's 2160p. And there's so much more than just the number of pixels when we're talking about a reconstructed image. If the AA method is messing with the reconstruction technique being used the final IQ can be bad despite the number of pixels being high enough. There you have Red Dead Redemption 2 on Pro, which is 4K CB and looks awful (at times I'd say even worse than base PS4 which is native 1080p, so half the number of pixels and still manages to look better) .
Another example is Dragon Quest XI, which run at native 900p on PS4 and 1728p CB on Pro and the Pro version is full of shimmering that affects fine elements like grass not present on base PS4, despite the resolution difference being quite big. It's funny because I remember DF saying that IQ wise that game was a step down from other CB implementations like... yes, Horizon Zero Dawn.
I haven't played Horizon FW just yet so I can't judge its IQ, but if it looks bad at 1800p what's causing it to look like that would probably make it look bad at full fat 2160p too (maybe to a lesser degree?), I'm afraid.
