I can confirm. I'm playing a review copy and performance is terrible (mid 40s most of the time). The game is awesome though. I was thinking earlier it would be pretty cool if we get another Vader boss at the end of the game but this time around Cal manages to land a hit. To show how much he has progressed since the first game.

While it can be used for some good surprises, Fallen Order copied Rouge One in a pretty shameless way, and Vader is turning into a shell in the way they use him in the TV shows.
It's hype in the way Fast and the Furious is hype. They are throwing it at you without any need, just to get a reaction out of you.

It doesn't need to be another "OH SHIT FUCK RUN AWAY" section this time around. Instead Cal has leveled up to the point where he can fight actually fight Vader like a regular boss enemy and land a hit even if the fight is still very one sided in Vaders favor. I don't see how it's a copy of R1 either just because it shows Vader being a complete badass.
It also gives helps power scaling wise so we get a sense of how strong(or lack thereof) Cal Kestis is as a Jedi and that he still has a ways to go.
The difference is the matrix and star wars are entirely different continuities.It's more fun to have a great story without needing to rely on cameos.
Would you like Vader to pop right smack into The Matrix because it's fun? no, you want the story to make sense and involve you, engage you, not just consist of cheap thrills.
